There is no shortage of ambition when it comes to technology investment across the GCC. Saudi Vision 2030 has earmarked over $18 billion for digital infrastructure. The UAE is pushing toward 100% digital public service delivery. Every major enterprise in the region, from banks to government entities to large family conglomerates, has a digital transformation story to tell.
But there is a gap that rarely gets discussed openly: the gap between what organisations are paying for cloud infrastructure and what they are actually getting for that money.
The assumption driving most of these decisions is that AWS, Azure, or Google Cloud is the default, safe, and cost-effective choice. That assumption is worth interrogating carefully. Because for a growing number of IT leaders in the region, the numbers simply do not hold up.
The GCC cloud spend problem is real and growing
The GCC data centre market is on track to reach $9.5 billion by 2030. Public cloud spending is growing at over 11% annually. These are eye-catching numbers and they reflect genuine demand. But they also mean that whatever inefficiencies exist in how organisations are buying and consuming cloud services are compounding rapidly.
The hyperscalers have invested heavily in regional infrastructure to capture this growth. Microsoft, AWS, Oracle, and Google have all announced or opened data centre regions in the UAE and Saudi Arabia. The marketing is loud and the presence is real. What is less visible is how the pricing model works once you are inside it
Data egress charges are one of the first surprises. Every time data leaves a cloud provider's network (to your users, to a third-party service, to an on-premises system) you are billed. The per-gigabyte rate looks harmless in a spreadsheet. At the scale that financial institutions, government entities, and large enterprises in the region operate, it is anything but. Some organisations are spending 25% of their entire cloud budget just on moving their own data around.
Then there is the sprawl problem. Cloud environments are engineered to make provisioning fast and auditing slow. Unused instances, forgotten storage, test environments that were never decommissioned. They sit there accruing costs while the operations team is focused on delivery. The average enterprise wastes 30 to 35% of its cloud spend on resources it is not actively using. For a region where technology budgets are substantial and scrutiny on ROI is increasing, that is a serious issue.

Vision 2030 economics require smarter infrastructure decisions
There is a particular tension in the GCC context that does not apply in the same way to markets elsewhere. The scale of national transformation programmes creates real pressure to spend on technology fast. Deadlines are tied to national mandates. Boards and government stakeholders want to see visible progress. Cloud providers are very good at helping organisations spend quickly.
What gets lost in that urgency is the longer-term cost picture. A three-year total cost of ownership analysis on cloud infrastructure tells a very different story to the first-year quote. For workloads with steady, predictable demand (production databases, core applications, data processing pipelines that run on schedule) dedicated infrastructure is frequently 40 to 50% cheaper over that horizon. Not marginally cheaper. Substantially cheaper.
The CapEx versus OpEx argument that has driven cloud adoption also looks different in the GCC context. Many organisations here are not constrained by capital budgets in the way that drove the original cloud-first logic in Western markets. The ability to write a cheque for infrastructure is not the bottleneck. The bottleneck is operational agility and speed of deployment. Those are real problems that cloud helps solve, but they do not justify paying a persistent 40% premium on every workload regardless of whether you need elasticity or not.
Data sovereignty is not optional here, and that changes the calculus
This is where the GCC context diverges most sharply from the general cloud conversation. Saudi Arabia's Personal Data Protection Law and its Data Centre Services Regulations, enforced through the Communications, Space and Technology Commission, create real legal obligations around where certain categories of data can be stored and processed. The UAE has its own data protection framework, and sectoral regulators in financial services and healthcare add further requirements on top of that.
The hyperscalers have responded by building local regions, and those regions do help with residency compliance. But there is a layer of complexity that organisations often underestimate: US-headquartered cloud providers remain subject to US federal law, including legislation that can compel disclosure of data stored abroad. For government-linked entities, financial institutions, and organisations handling sensitive citizen or customer data, that jurisdictional exposure is a real governance consideration, not a theoretical one.
Any serious infrastructure decision in the GCC needs to address data sovereignty head-on, not treat it as a checkbox at the end of the procurement process.
Lock-in is an even bigger problem at this stage of maturity
The GCC enterprise technology market is still in a relatively early stage of cloud adoption compared to more mature markets. That is actually a significant advantage, because it means organisations here have more room to make better architectural decisions before lock-in becomes entrenched.
The hyperscalers' commercial strategy is built around proprietary services. Once you build on AWS Lambda, Azure's managed databases, or Google's AI tooling, migrating becomes a serious engineering project, not just a contract decision. The organisations in Europe and North America that migrated aggressively in 2015 to 2019 are now discovering that renegotiating or changing providers is far harder than their original architects anticipated.
GCC organisations have the opportunity to avoid that trap by being deliberate about open standards and infrastructure portability from the outset. The contract renewal will always come. You want to be negotiating from a position of genuine choice, not from a position of 'we built everything on your proprietary stack and moving would take eighteen months.'
Why OVHcloud is worth serious consideration for GCC workloads
When IT leaders in the region ask about alternatives to the hyperscalers, the conversation often stalls because there is no obvious regional name to point to. That is a fair concern, but it should not close off the discussion entirely.

Anti-DDoS protection is included as standard across the entire network, not sold as a premium add-on the way AWS Shield Advanced is. For any organisation that has dealt with the threat landscape in the region (and the Gulf has seen significant, well-documented cyber attack activity against financial and government infrastructure), that is not a minor point.
OVHcloud's infrastructure is built on open standards. Your workloads remain portable. You are not building on proprietary abstractions that make migration expensive. That matters enormously for organisations that are still in the early stages of defining their infrastructure architecture and have the chance to make the right decisions now.
For GCC organisations still in the early stages of cloud adoption, the opportunity to avoid hyperscaler lock-in is real. The organisations that move deliberately now will have far more leverage in five years than those that default to the biggest name on the list.
On reliability: the record does not support the premium
The implied argument for paying hyperscaler prices is partly about reliability. Bigger means more resilient. The regional presence means lower latency. The global brand means accountability.
The reliability argument does not hold up as well as the marketing suggests. AWS, Azure, and GCP have each had significant, multi-hour outages in recent years. When a hyperscaler goes down, it takes thousands of services with it simultaneously, precisely because of how much infrastructure is concentrated in a single provider's availability zones. The concentration that is supposed to provide resilience creates systemic fragility.
Reliability is an outcome of architecture, not a property of any single provider. A well-designed deployment across OVHcloud's distributed infrastructure, using proper redundancy and failover design, will outperform a poorly architected deployment on AWS. The question to ask is not 'which provider has the biggest reputation' but 'what does a resilient architecture look like for our specific workloads, and what does it cost on each platform.'
What this means for technology leaders in the region right now
The GCC is at an inflection point. The investment commitments are large, the timelines are ambitious, and the technology decisions being made now will shape infrastructure costs and capabilities for the next decade. This is exactly the moment to be rigorous rather than to default to the most familiar name.
A few things worth doing if you have not done them recently. First, run a genuine three-year TCO analysis on your current cloud spend. Not the one your cloud provider's account team helps you build. An independent one that includes egress, support tiers, idle resources, and the engineering cost of managing the platform. The results are often surprising.
Second, identify the workloads with predictable, steady-state demand. These are the ones where dedicated infrastructure makes the clearest economic case and where migration complexity is lowest. Production databases, internal application servers, scheduled data pipelines. Start the evaluation there.
Third, get clarity on your data sovereignty obligations before they become a crisis. The regulatory environment in Saudi Arabia and the UAE is getting more detailed, not less. Understanding which data is subject to which requirements and how your current architecture handles that is a governance responsibility, not just an IT one.
The public cloud is not going away and it is not the wrong answer for every workload. But the era of treating it as the automatic default for everything is over for organisations that are serious about managing costs and building infrastructure that serves them strategically. The GCC has an opportunity to leapfrog some of the expensive mistakes made by earlier-moving markets. That opportunity is worth taking.
